Abstract

The primary objective of the action research for the Development of Rayong Inclusive Learning Academy to be Supportive Mechanism in Promoting Rayong Learning City with the Co-operation of Provincial Administration Organization of Rayong and Local Partnership is to formulate an operational guidelines and to steer a participatory development of Rayong Inclusive Learning Academy – RILA by creating a learning ecosystem that promotes lifelong learning for people of all ages and groups of the city to have great quality of life as well as developing new competency that meets the current situations and future challenges. The participatory research process was designed to include a Learning City Lab, combining Social Lab and Design Thinking, to create conditions for a new learning ecosystem of Rayong with 3 components:

(1) Organizational management for steering the Learning City of Rayong (Learning City Mechanism) as a method to create participation in building ownership, citizenship, and sustainable operation.
(2) Learning area and learning access system (Learning City Infrastructure) to support Rayong as a learning city that meets the needs of people of all groups and ages
(3) Learning management system both in terms of course content, processes, and information tools both on and offline (Blended Learning) that meet the learning needs of people of all groups and ages and respond to the educational strategy of Rayong-MARCO province.

In operation, it was found that the Learning City Lab process creates a learning process that is comparable to Phenomenon-Based Learning, through social phenomena from the previous urban development and human development of Rayong Province. It is a central learning area that connects a network of cooperation between active citizens from more than 65 different groups, including public, private, people, civil society and academic sector, resulting in all three outcomes in accordance with the guidelines for the laboratory operations in the society. The result was information and knowledge exchange which led to mutual understanding creating a sense of teamwork as a social outcome and driving operations to achieve tangible results. This development of Rayong Inclusive Learning Academy – RILA is an organizational management mechanism to enhance Rayong : the City of Learning. This Action Research integrates the knowledge of 3 disciplines of researchers; Architecture, Education and Social Entrepreneurship to connect knowledge and answer the situation of driving Rayong Province to learning, both in terms of urban learning development and establishing a sustainable social organization. This action research is also an exquisite phenomenon-based learning for the research team, as well as for Rayong Province in practice transdisciplinary knowledge and to expand the periphery of knowledge in steering the development of Rayong : City of Learning and further prosperity of Thailand.
