Abstract

A research of the innovative community development project: enhancing community rights to build a green economy emphasizes to study, analyze and develop a guideline for creating innovative community that is suitable for diverse area context and in accordance with the specific capital of each area, as well as creates a learning and adaptive platform for community member to understand and realize its potential. This is to define the future of the community with its own knowledge base, under the situation of resolution of community rights and natural resource management problems, an opportunity to improve quality of life, including to inequality, social justice and global environmental situation. This is for creating a concrete example aimed to archive the goal of enhancing the innovative communities of the country and the Sustainable Development Goals (SDGs) at the international level as well.

The results of the research find that:

1. the enhancement of community rights under the new context of resource management cannot be operated by the community or the state by itself. It needs the supporting process of diverse sectors. Therefore, the designing of a co-management system as well as creating cooperation among diverse sectors will be an important condition for the development of rights and sustainable resource utilization under the changing economic and social situation at present.
2. the creation of an innovative community for building an green economy needs to build a learning platform which connect the community rights to the local wisdom. Moreover, the combination of external knowledge and folk knowledge will develop many forms of the community economy.
3. current laws and policies on resource management have opened a space for communities to have access to and use natural resources legally. However, to develop the potential of the community in connecting rights with the green economy to meet sustainability needs, it is necessary to consider the co-management under the legal pluralistic paradigm on the issues of conflict management, community strengthening and collaborating with diverse sectors, as well as on the preparation of plans, proposals and mutual monitoring mechanisms at various levels.
