Abstract

The development of the potential of silk production group in Surin province project was conducted with the integration of innovation for the community with the purposes of 1) creating the learning and innovation platform, 2) integrating the innovation to silk production of silk production group in Surin province,3) developing the local researcher/local innovators, 4) passing on knowledge and innovation according to the target group context, and developing plans for sub-district/local are development that links to the provincial development plan. It was conducted with the silk production groups in 10 sub-districts. The duration of the project was 12 months; from May 16, 2021, to May 15, 2022. The research implementation and the operation of the research finding are to utilize with the participation of stakeholders as follows, 1) studying the condition of local silk production, 2) developing the learning model and innovation, 3) integrating the innovation into the production of silk production group in Surin province, 4) developing local researchers/local innovators, 5) passing on knowledge and innovation according to the target group context, and 6) developing plans for sub-district/local area development that link to the provincial development plan The result of the operation of the project was as follows, The development of new product standard by impelling the silk production groups in 11 sub-project in 12 communities to the process of request for the evaluation for Thai Royal silk certification, Peacock brand. All the products of silk production groups that joined the project passed the evaluation and earned 11 Royal Thai Silk; Nok Yoong Tong (Gold peacock) certifications, 5 Nok Yoong Ngern (silver peacock) certifications, and 10 Nok Yoong Nam Ngern (blue peacock) certifications. The network development for silk community tourism was conducted by impelling the silk production groups into 5 sub-project to the process of request for the evaluation of Community–Based Tourism (CBT) by the Department of Tourism, Ministry of Tourism and Sports. It was the instrument that strengthens the villagers organization to manage the natural resources and culture. It was the process of participation of people in the community to set the direction of their development and they got the results as follows, 1) The community enterprise of the housewives group at Ban Poe Kong village, Chuepleng sub-district, Prasart district, Surin province, was evaluated on April 25, 2022 (preliminary, they were considered as qualified by the committees), 2) Ban Prasart community, Chuepleng sub-district, Prasart district, Surin province was evaluated on April 26, 2022 (preliminary, they were considered as qualified by the committees), 3) Ban Muen Chai silk production group, Kra Tiam sub-district, Sang Ka district, Surin province was evaluated on April 27, 2022 (preliminary, they were considered as qualified by the committees), 4) The community enterprise of Ban Gae Yai village, Gae Yai sub-district, Mueng district, Surin province, (not passed the evaluation). 5) The silver and bronze ornaments community enterprise of Ban Na Dang village, Kwao Sinarin sub-district, Surin province (will be evaluated on June 30, 2022) The operations of the sub-projects were conducted by integrating the 18 major innovations and 24 minor innovations into the production of the hand-made silk production groups in Surin province. The results were found as follows, 1. 27 local innovators were developed by the project of potential development for silk production groups in Surin province. 2. The growth rate in the value of the economic foundation and the price of the community products increased, the total income of the community before the project was 23,621.20 baht whereas the total income of the community after the project was 53,870.15 baht. The income increased by 27,048.95 baht per month and the percentage of the change was 55.55. The lessons and findings of the research with the participation of local organizations and networks in the areas that work together according to the network mission to develop the community innovation that helped develop the grassroots economy and develop the community that was able to manage themselves sustainably in every step of the research process as a key mechanism in the development. For example, supporting the silk production group in the process of request for the evaluation for Thai Royal silk certification, It was the operation of local networks including, 1) The Support Arts and Crafts Centre South Isan, which supported the lecturer and location for training, and 2) Chalerm Prakiat Sericulture center, Surin province that supported the lecturers and followed up the process of certifying the Thai royal silk, which was managed by Rajamangala University of Technology Isan.
