งานวิจัยลำปางศึกษา มีวัตถุประสงค์การศึกษาเพื่อจัดการความรู้ฐานภูมิสังคมวัฒนธรรมจังหวัดลำปาง จัดทำคลังข้อมูล ห้องสมุด ฐานข้อมูลบรรณานุกรมลำปางศึกษาและสารานุกรม ชุด 5 ภูมิวัฒนธรรม ในรูปแบบ Open Data บนเว็บไซต์และ E-BOOK และวิเคราะห์คุณค่าและมูลค่าทางเศรษฐกิจ สังคมและทรัพยากรธรรมชาติสิ่งแวดล้อมจากฐานชุดความรู้ 5 ภูมิวัฒนธรรม จากภูมิหลังสู่ภูมิอนาคต รวมทั้งนำเสนอฉากทัศน์ชุดภาพอนาคตลำปาง วิสัยทัศน์ และข้อเสนอเชิงนโยบาย การวิจัยครั้งนี้ใช้ระเบียบวิธีวิจัยเชิงคุณภาพ (Qualitative Research) เป็นการวิจัยเชิงปฏิบัติการแบบมีส่วนร่วม (PAR = Participatory Action Research) เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลจะมีหลายรูปแบบ ได้แก่ การวิเคราะห์เอกสารจากเอกสารและงานวิจัยที่เกี่ยวข้อง และเก็บข้อมูลภาคสนาม (Field Research) ทั้งโดยการสำรวจพื้นที่จริง จากการสัมภาษณ์ ลงพื้นที่สำรวจและรวบรวมข้อมูล จัดเวทีเพื่อกำหนดขอบเขตความรู้ และจัดทำแผนที่ความรู้ ในรูปแบบ Knowledge Sources Map และจัดเวทีแลกเปลี่ยนเรียนรู้ 5 ภูมิวัฒนธรรม รวมทั้งการจัดกิจกรรมเวทีสาธารณะ (Lampang Public Forum) ลำปางศึกษา (Lampang Study) จากภูมิหลังสู่ภูมิอนาคต เพื่อกำหนดทิศทางพัฒนาเมืองบนฐานขององค์ความรู้ (Historical Future Study) โดยนำข้อมูลที่ได้จากการวิเคราะห์เอกสาร กระบวนการภาคสนามและกิจกรรมการเรียนรู้รูปแบบต่างๆ การจัดการความรู้ถอดบทเรียน นำเสนอโดยการเขียนบรรยายเชิงพรรณนา (Descriptive Approach) รายประเด็นตามวัตถุประสงค์ที่วางไว้และสรุปบทเรียนข้อค้นพบใหม่เพื่อใช้เป็นฐานข้อมูลในการตัดสินใจและเป็นต้นแบบในการนำไปต่อยอดและขยายผลในพื้นที่อื่น โดยสรุปผลการวิจัยออกเป็น 4 ประเด็นดังนี้ ประเด็นที่ 1 บทสรุปขอบเขตความรู้ฐานภูมิสังคมวัฒนธรรมจังหวัดลำปาง 5 ภูมิวัฒนธรรม ประกอบด้วยภูมิหลัง ภูมิเมือง ภูมิวงค์ ภูมิธรรมและภูมิปัญญาในรูปแบบเอกสารวิชาการ ประเด็นที่ 2 จัดทำฐานข้อมูลในรูปแบบ Open Data บนเว็บไซต์และ E-BOOK ประกอบด้วย 5 ฐานข้อมูล คือฐานข้อมูลชุด 5 ภูมิวัฒนธรรม ฐานข้อมูลแหล่งเรียนรู้ 5 ภูมิวัฒนธรรม 13 อำเภอ ฐานข้อมูลบุคคลและเครือข่าย ฐานข้อมูลสถิติและแผนระดับต่าง ๆ ของจังหวัดลำปาง และฐานข้อมูลบรรณานุกรมลำปาง ประเด็นที่ 3 สรุปผลการวิเคราะห์คุณค่าและมูลค่าทางเศรษฐกิจ สังคมและทรัพยากรธรรมชาติสิ่งแวดล้อมจากฐานชุดความรู้ 5 ภูมิวัฒนธรรม จากภูมิหลังสู่ภูมิอนาคต เป็นการวิเคราะห์ชุดข้อมูลประกอบด้วย การวิเคราะห์ผลิตภัณฑ์มวลรวมของจังหวัด (Gross Provincial Product : GPP) การวิเคราะห์ระดับความชำนาญ Location Quotient (LQ) และศักยภาพทางเศรษฐกิจของจังหวัด ด้วยวิธี Shift – Share analysis (SS) ซึ่งเป็นการวิเคราะห์มูลค่าและการวิเคราะห์ชุดความรู้ 5 ภูมิวัฒนธรรม ผลการพัฒนาจังหวัดลำปางตามเป้าหมายการพัฒนาที่ยั่งยืน (Sustainable Development Goals – SDGs) ซึ่งเป็นการวิเคราะห์เชิงคุณค่าครอบคลุม 5 ด้านประกอบด้วย ทุนมนุษย์ ทุนทางสังคมและวัฒนธรรม ทุนกายภาพ ทุนสถาบันและเครือข่ายทางสังคม ทุนธรรมชาติ ประเด็นที่ 4 นำเสนอฉากทัศน์ชุดภาพอนาคตลำปาง และวิสัยทัศน์เมืองลำปาง จากกระบวนการวิเคราะห์คุณค่าและมูลค่าพบว่าจังหวัดลำปางเป็นพื้นที่ที่มีฐานภูมิทางสังคมวัฒนธรรมที่หลากหลาย มีศักยภาพในการต่อยอดเพื่อการพัฒนาในทุกมิติ จากการวิเคราะห์นำไปสู่การกำหนดฉากทัศน์ของลำปาง 5 ฉากทัศน์ ประกอบด้วย ฉากทัศน์ที่ 1 ลำปางเมืองแห่งการเรียนรู้ ฉากทัศน์ที่ 2 ลำปางเมืองเชื่อมโยง 2 มิติ ฉากทัศน์ที่ 3 ลำปางเมืองสร้างสรรค์ ฉากทัศน์ที่ 4 ลำปางเมืองน่าอยู่แบบวิถีคนลำปาง ฉากทัศน์ที่ 5 ลำปางเมืองยั่งยืน นครแห่งความสุข ซึ่งเป็นภาพอนาคตที่กำหนดร่วมกันในการขับเคลื่อนเมืองที่มีลำดับขั้นตอน โดยเน้นและให้ความสำคัญกับการพัฒนาบนฐานของความรู้ จากภูมิหลังสู่ภูมิอนาคต

Lampang Study research aims to conduct knowledge management on the sociocultural background of Lampang to prepare data warehouses, libraries, bibliographic databases, and Lampang encyclopedias through 5 cultural backgrounds in the form of open data via websites and E-BOOKS, and to analyze economic, social and environmental value from the forementioned 5 cultural knowledge to future study, as well as portraying Lampang future visions and Policy Proposals. This research applied qualitative research methodology with the implication of PAR (Particilatory Action Research). The various research tools are therefore used includes analyzing documents from relevant documents and research, and collecting field research data, both survey and interviews, conducting surveys and gathering data, organizing forums to determine the scope of knowledge, and creating knowledge maps in the form of knowledge sources map, and organizing knowledge exchange forum on the basis of 5 cultural backgrounds, as well as organizing lampang public forum “Lampang Studies from historical background to the future”, to determine the direction of urban development on the basis of historical future study. From the document study, field study to the lessons learned from the research process, the research findings are presented in descriptive approach in 4 main parts which represent guidelines for a decision-making and as a model for furthering and expanding in other areas. First, knowledge summary in the scope of the the 5 socio-cultural backgrounds, consisting of local history, dynamic town, religious and traditional beliefs, local intellectuals, and local wisdom in the form of academic documents. Second, conduct knowledge management on the sociocultural background of Lampang to prepare data warehouses, libraries, bibliographic databases, and Lampang encyclopedias through 5 cultural backgrounds in the form of open data via websites and E-BOOKS comprising 5 socio-cultural background’s learning resource in 13 districts of Lampang. Third, the result of the analysis of economic, social and natural resource value through the basis of 5 socio-cultural backgrounds to the future study which represented Gross Provincial Product: GPP, Location Quotient (LQ), economic potential through Shift – Share analysis (SS) method, the development study of Sustainable Development Goals – SDGs covering 5 aspects; human capital, social and cultural capital, physical capital, institutional capital and social networks and natural capital. Last, the result presented the visions of Lampang future and Lampang city vision which revealed that Lampang has rich sociocultural backgrounds with potential in all dimensions. Moreover, the analysis led to the formulation of 5 lampang visions, comprising vision 1 Lampang learning city, vision 2 Lampang city 2-dimension links, vision 3 Lampang creative city, vision 4 Lampang livable city with unique life style, vision 5 Lampang Sustainable City and the city of happiness.
