ยะลาเมืองแห่งการเรียนรู้: กระบวนการสร้างสรรค์เมืองแบบมีส่วนร่วมบนความหลากหลายทางชีวภาพและวัฒนธรรม” เป็นชุดโครงการวิจัยที่วางแนวทางการพัฒนาเมืองยะลาให้เป็นเมืองแห่งการเรียนรู้ (Learning City) โดยมุ่งสร้างเครือข่ายสังคมและพื้นที่แห่งการเรียนรู้ที่เข้าถึงคนทุกกลุ่มในยะลาบนฐานแนวคิดสังคมแห่งการเรียนรู้ตลอดชีวิต (A Lifelong Learning Society) จากการการศึกษา พบว่า ยะลาเป็น “เมืองแห่งสุนทรียะ” ที่เกิดจากต้นทุนที่สำคัญของเมือง 3 ประการ ประกอบด้วย ทุนกายภาพ จากความหลากหลายทางชีวภาพและโครงสร้างพื้นฐานที่เอื้อต่อการจัดการเรียนรู้ ทุนทางวัฒนธรรม ทำให้ยะลามีอัตลักษณ์ของเมืองที่สามารถต่อยอดเป็นทุนในการขับเคลื่อนเมือง ทุนทางสังคม ผู้บริหารมีวิสัยทัศน์ และมีนโยบายการพัฒนาเมืองที่ชัดเจน ทั้งนี้ จากการถอดบทเรียน พบว่า มีกลยุทธ์ในการขับเคลื่อนสร้างการเปลี่ยนแปลงระดับเมือง 3 กลยุทธ์ ได้แก่ (1) กลยุทธ์สร้างกลไกสนับสนุนเชิงนโยบาย โดยมีเงื่อนไข 2 ประการ คือ การวิเคราะห์ศักยภาพและข้อจำกัดของฝ่ายนโยบาย สร้างรูปธรรมความสำเร็จและสังเคราะห์เป็นข้อเสนอเชิงนโยบายที่นำไปปรับใช้ในเชิงปฏิบัติได้ทันที (2) กลยุทธ์พัฒนาฐานความรู้สร้างพลเมืองตื่นรู้ ภายใต้เงื่อนไขการสร้าง “พื้นที่เปิด” ให้พลเมืองได้เข้ามามีส่วนร่วมทั้งในระดับของการร่วมคิดและร่วมทำเพื่อสร้างสำนึกความเป็นเจ้าของ (sense of belonging) (3) กลยุทธ์สร้างเครือข่ายเชิงยุทธศาสตร์ โดย การสร้าง“ความไว้วางใจ” (Trust) ระหว่างภาคีองค์กรเครือข่าย สำหรับข้อเสนอเชิงนโยบายขับเคลื่อนยะลาสู่เมืองแห่งการเรียนรู้ สามารถสังเคราะห์เป็นข้อเสนอเชิงนโยบายได้ 3 ข้อ ดังนี้ 1. ส่งเสริมและสนับสนุนการสร้างกลไกความร่วมมือระดับเมือง เทศบาลนครยะลาต้องปรับบทบาทการทำงานจากผู้ริเริ่มโครงการและเป็นเจ้าของโครงการ เป็นผู้สร้างพื้นที่และสนับสนุนการทำงานของภาคีองค์กรเครือข่ายเพื่อเปิดโอกาสให้ภาคีองค์กรเครือข่ายมีบทบาทมากขึ้น โดยสร้าง “พื้นที่เปิด” ให้พลเมืองได้เข้ามามีส่วนร่วมเพื่อสร้างสำนึกความเป็นเจ้าของ (sense of belonging) 2. สนับสนุนการสร้างพื้นที่การเรียนรู้ทั้งในเชิงกายภาพและเชิงกระบวนการ โดยปรับกระบวนทัศน์การจัดการเรียนรู้จากเดิมที่เน้น “สอน” หรือ “สั่งสอน” ไปสู่การ “จุดประกาย” ความสนใจใฝ่รู้ (Inspire) ให้ได้เรียนจากการลงมือปฏิบัติ (learning by doing) โดยการเรียนรู้จากการลงมือทำ (Learning by Doing) 3. การสร้างฐานความรู้เพื่อการพัฒนาเมือง ต้องให้ความสำคัญกับความรู้ท้องถิ่น ในฐานะที่เป็นทุนทางวัฒนธรรมที่สามารถต่อยอดสร้างมูลค่าให้กับการพัฒนาเมืองได้
